The New Directions Early Head Start (NDEHS) Board has the power and duty to partner with the policy council to determine rules and regulations governing New Directions Early Head Start operations and services.

• The NDEHS Board, in compliance with Program Performance Standards, will ensure that appropriate internal controls are established and implemented to safeguard federal funds.
• The NDEHS Board, in compliance with program performance Standards and Governance and Management Responsibilities shall establish and maintain a working partnership with the NDEHS Policy Council.
• The NDEHS Board, in compliance with Program Performance Standard and in partnership with the policy council, will establish and maintain written procedures describing how the two groups will work together to implement shared decision-making.
• The NDEHS Board, in compliance with Program Performance Standard and in partnership with the policy council, will establish and maintain written procedures for resolving internal disputes, including impasse procedures, that may arise between them.
